OTM-R is one of the pillars of the European Charter for Researchers and in particular of the Code of Conduct for the Recruitment of Researchers, launched in 2005. This process ensures that the best person for the job is recruited, thus bringing benefits to researchers, institutions and the wider research system. More specifically, OTM-R makes research careers more attractive, ensures equal opportunities for all candidates and facilitates mobility. Overall, it will contribute to an increase in the cost-effectiveness of investments in research.
The EC Working Group issued a comprehensive package for assisting RPOs to implement OTM-R practices. It allows RPOs to review their current recruitment policy and improve it, if/when needed. The package includes principles and guidelines on what an OTM-R System should look like, a checklist for institutions as a self-assessment tool to benchmark their current practices on the principles and the toolkit: a step-by-step guide to improve (if, when and where needed) the organisation‘s OTM-R practices.
Using those criteria and the Euraxess OTM-R checklist as a self-assessment, WIT developed the OTM-R policy for the Effective Recruitment and Selection of Funded Research Staff at Waterford Institute of Technology. This policy has undergone consultation with TUI the main Researcher Union representative group and was approved by the Executive Board and Governing Body of the Institute.
The three key principles at the core of the policy drive the Institute to be Open, Transparent, and Merit-based.
OPEN: WIT Research vacancies must be advertised openly and widely to ensure to reach a wider pool of candidates.
TRANSPARENT: the recruitment process must be simple and clear. External candidates must have access to the same information as Internal candidates.
MERIT-BASED: selection for roles must be based on the Researchers’ merit. The selection panel must ensure the best possible candidate secures the position.

Our policy is specifically written for potential job applicants, clearly outlining our Recruitment and Selections procedures, giving them an understanding of what to expect and empowering their decision as to whether they would like to come and work at WIT.
The OTM-R policy:
- explains what Openness, Transparency and Merit-Based Recruitment means to us.
- takes into account all relevant National regulations around Recruitment and Selection.
- has been accepted and supported by Executive Board and Governing Body and the wider Research Community.
- is a live document and will be updated as and when necessary.
